Ambiguous decision table
1st Rule: All unmarried parents, whether they have children or not, receive a discount of 10 percent.
2nd Rule: All married parents, whether they have children or not, receive a discount of 10 percent.
3rd Rule: All married and unmarried parents who have children receive a discount of 30 percent.
That overlaps with the first two rules, which also allow to have kids.
